One of the most difficult times in a manager's or mayor's life must be after a revaluation when assessments have gone out and homeowners learn the amount of their tax bill increases. The thousands of owners who get increases far in excess of the levy increase (soon to be capped at annual 4%) unfairly vent their frustration on the administration which is helpless under present law. Under the R.I.G.H.T. plan this will be a thing of the past. New owners will be taxed exactly as currently, on their market value using a rate based on the revaluation of the entire town. Everyone else will pay a tax based solely on the increase in the tax levy, much as we do in a non-revaluation year. Appeals and disputes about property values will be but a memory. There is no impact on the revenue raised. This plan does one thing only - it assures that everyone, new and existing owners, pays his or her fair share of the local tax burden, period!
