Whereas the
Rhode Island Constitution, Article 1, Section 2 states in part "… and
the burdens of the state ought to be fairly distributed among its citizens" and...
Whereas principles
of fair taxes require that:
1) people should pay a fair tax on the property
they choose to purchase
2) property tax bills be related to the needs of the community and...
Whereas tax bills resulting
from RIGL §44-5-1 can fulfill only one of the stated principles
at a time,
Therefore, we the undersigned
urge the legislature to re-consider Rhode Island General Law §44-5-1,
which requires the use of market property values to determine the distribution
of the tax burden, and to discuss alternative means and methods to address
this inherent failure to always produce fair taxes for all property owners.
